Manila Doctors College Admission: Foreign
Policies on Foreign Students

A foreign student who seek temporary stay in the Philippines solely for the purpose of taking up a course higher than high school at a university, college, seminary, academy, or school authorized to admit foreign students, who are at least 18 years of age at the time of enrollment and have the means sufficient for their education and support of study shall be governed by the regulations on the admission of foreign students.

The foreign students shall communicate directly with the school and comply with the school’s institutional requirements, which shall include the submission of the required documents: (original and photocopies)

  1. Admission Requirements
    1. Undergraduate Program (Baccalaureate)
      1. High School Records and Diploma
      2. Completion of 11th or 12th Grade (DECS Order No. 26 s. 1994)
      3. Transcript of Records for those who attended college level in other countries.
      4. Transfer Credentials and Transcript of Records for Transferees from Philippine Schools
  2. Other Requirements
    1. For Non-Resident Foreign Students who graduated in Philippine Schools
      1. College Entrance Test Results (CET)
      2. High School Report Card (Form 138)
      3. Certificate of Good Moral Character
      4. Updated Alien Certificate of Registration (ACR) or Study Permit issued by the Bureau of Immigration (BI)
      5. Personal History Statement (PHS)
      6. Two (2) pictures 2”x2”
      7. Passport
      8. Acceptance and Processing Fee of $300 or its peso prevailing equivalent exchange rate.
    2. For Transferees Non-resident Foreign Students who graduated in Philippine Schools
      1. Transfer credentials/honorable dismissal from the school last attended;
      2. Original copy of the transcript of records or certification of all the subjects taken and the corresponding grades obtained issued by the registrar of the school last attended;
      3. Letter of the registrar of the school last attended addressed to the Manila Doctors College stating no objection to the transfer of the student;
      4. Updated Alien Certificate of Registration (ACR) or Study Permit issued by the Bureau of Immigration (BI);
      5. Two (2) letters of recommendation ( one from the Dean of the College and another from the Dean of Students/Director of Student Affairs of the school last attended;
      6. CET Results
      7. Two (2) pictures 2”x2”
      8. Passport
      9. Acceptance and Processing Fee of $300 or its peso prevailing equivalent exchange rate. Acceptance and Processing Fee is non-refundable
    3. Other MDC requirements that the foreign student should comply are the following:
      1. Secure study permit and evaluation records from the Dean of the Program where he/she is seeking admission.
      2. Present Student Visa
      3. Pay application fee
      4. Take and pass the English Proficiency Test (EPT)
      5. Fill out the Application form
      6. Obtain schedule for the MDCAT and proceed with the rest of the admission procedures
    4. Application Procedures
      1. Applicant must personally secure the application form at the Office of the Registrar. Personal appearance is required to determine is applicant can comply with the height and weight requirements set forth by the College.
      2. Pay application/examination fee at the Accounting Office
      3. Secure Application, recommendation and the secondary academic forms from the Office of the Registrar.
      4. Submit the accomplished forms at the Office of the Registrar, together with 2x2 pictures and other legal documents needed from a foreign student.
      5. Entrance and result of examination will be given on the scheduled date.
      6. Interview will be scheduled by the Guidance Office for those who passed the MDCAT.
      7. After passing the interview, the applicant is given a schedule by the Office of the Registrar for Physical Examination (P.E.) at the Manila Doctors College. An application fee will be collected.
      8. After seven working days, the P.E. will be released. The applicant may call the Office of the Registrar regarding the result of the P.E. If the applicant passed the PE, he may already enroll or he may opt to pay the confirmation fee which will be accounted for as miscellaneous fee credit. This assures the applicant for a freshmen slot.
      9. After the successful applicant has completed his enrollment, the applicant is required to attend Freshmen/Parent Orientation Program (FOP) on a scheduled date arranged by the Office for Student Affairs.
  3. Classification of Visa
    1. Student Visa – 9F
    2. Special Study Permit
    3. Permanent Resident Visa – 13G
    4. Recognition as Filipino
  4. Student Visa
    1. Application while in Home Country – with Department of Foreign Affairs (DFA) (6 months before)
    2. Conversion from Tourist to Student Visa – with Bureau of Immigration (BI) within the first month of the semester/term)
    3. Documentary Requirements:
      1. Six (6) copies of the Student’s Personal History Statement (PHS)
      2. Official Transcript of Records (2) copies, duly authenticated by the Philippine Foreign Service Post (PFSP) with red ribbon not “ SEEN AND NOTED” remarks
      3. Notarized affidavit of support including bank statements authenticated by PFSP.
      4. Birth Certificate and Passport page showing name, photo, date and place of birth, and birth certificate or its equivalent duly authenticated by the Philippine Embassy or PFSP;
      5. 5. Police Clearance issued by the National Police Authorities in the Student’s country of origin or legal residence, authenticated by PFSP having consular jurisdiction over the place;
      6. Police Clearance issued by the National Police Authorities in the Student’s country of origin or legal residence, authenticated by PFSP having consular jurisdiction over the place;
      7. Quarantine Clearance in Manila
      8. School’s Notice of Acceptance
      9. Alien Certificate of Registration – ACR (BI)
      10. National Bureau of Investigation (NBI) Clearance – if resided in the Philippines for more than 59 days upon visa application.
  5. Student Visa Application while student in his home country
    1. A foreign student (18-21 years old) who intend to enroll at MDC should applies directly at least six (6) months before the start of any semester, the opening of which is as follows:
      • 1st Semester – June
      • 2nd Semester – November
      • Summer – April
    2. The student applicant has to send to MDC the following documents / requirements. Please take note that requirements (2b, 2c and 2d) must be authenticated by the Philippine Foreign Service Post in the student’s country of residence, with the Embassy’s official stationary and diplomatic red ribbon and dry seal attached to each:
      1. Six (6) copies of the Student’s Personal History Statement (PHS) duly signed by him, both in English and his national alphabet accompanied by his personal seal, if any, and containing, among others, his left and right thumbprints and a 2 x 2 inch photograph on plain white background taken not more than six months prior to submission.
      2. Official Transcript of Records (2) copies, duly authenticated by the Philippine Embassy or Consulate in the applicant’s country of origin or legal residence. “ SEEN AND NOTED” stamp is not acceptable;
      3. A notarized affidavit of support including proof of adequate financial support (bank certificate) or notarized Notice of Grant for institutional scholars to cover expenses for the students accommodation and subsistence, as well as school dues and other incidental expenses while studying;
      4. Photocopy of data page of the student’s passport showing name, photo, date and place of birth, and birth certificate or its equivalent duly authenticated by the Philippine Embassy;
      5. Acceptance and Processing Fee of $300 or its peso prevailing equivalent exchange rate.
    3. Upon receipt of the above documents, MDC shall forward the same to the Philippine Department of Foreign Affairs (DFA) and shall issue to the student-applicant a Notice of Acceptance.

      Aside from the above documents submitted to the DFA, the applicant should submit to the Philippine Embassy or Consulate in his home country upon receipt of the Notice of Interview:
      1. Original copy of MDC’s Notice of Acceptance (NOA) addressed to the student containing a clear impression of the school’s dry seal;
      2. Police Clearance issued by the National Police Authorities in the Student’s country of origin or legal residence, authenticated by the Philippine Foreign Service Post having consular jurisdiction over the place;
      3. Medical Health Certificate issued by an authorized physician including standardized chest x-ray.
    4. Upon arrival in Manila, Philippines, he should report to the National Quarantine Office in Manila for his Quarantine Clearance to be stamped in his passport;
    5. Then he proceeds to the Bureau of Immigration (Student Desk) at Intramuros, Manila for registration and for the issuance of his/her Alien Certificate of Registration (ACR) and Certificate of Temporary Residence for students (CTRS).
    6. The student then proceeds to MDC for admission and enrollment. Final admission, however, shall be subject to his compliance with the admission requirements of MDC.
    7. IMPORTANT: The Student should not come to the Philippines with a tourist visa but should wait for his student visa in his home country.
  6. Procedures for students abroad on conversion of Tourist Visa to Student Visa in the Philippines.
    1. Since it takes months for a foreign student to apply for a student visa while he is in his home country, he can apply for admission to MDC by sending an application letter together with a photocopy of his transcript of records;
    2. If he qualifies for admission based on his transcript, he can come to the Philippines with a tourist visa two weeks before classes start.
    3. He should bring with him the following documents enumerated under V (2a,2b,2c,2d,3b and 3c);
    4. Upon arrival in Manila, Philippines, he should report to the National Quarantine Office in Manila for his Quarantine Clearance to be stamped in his passport;
    5. The student submits the above requirements to MDC and pays the MDC application fee of $300. After having complied with all the requirements, the MDC Registrar endorses the student’s application for the conversion of his tourist visa (9a) to a student visa (9f) with the Bureau of Immigration through MDC’s Liason Officer.
    6. The student then proceeds to MDC for admission and enrollment while his visa is being processed. Final admission, however, shall be subject to his compliance with the admission requirements of MDC.
    7. NOTE: Student shall be required to pay personally to BI all the fees assessed by the Bureau of Immigration for the conversion of his visa (tourist to student).
  7. Requirements for Visa Extension under Section Student Visa (9F)
    1. Letter of acceptance from school for the coming semester / students registration card / enrollment form
    2. Transcript of records or certified true copy of grades for the last semester / certified true copy of grades for the first 2 semesters.
    3. Students who wish to change school and course, please get prior clearance from previous school.
    4. Picture 2 x 2
    5. Photo copy of Passport
    6. Photo copy of ACR & CRTS
    7. Please bring Passport and original ACR and CRTS
